The agent inspects titles, codes, document types, and section maps first. Search snippets are discovery aids, never answer evidence; the full section must be read before use.

Every read preserves a stable document ID, section anchor, and PDF page range so the source passage can be reopened.

Long chapters are divided at six pages or roughly 18,000 characters so an agent can read sufficient context without an uncontrolled prompt.
